If you wish to become a resident in Portugal and stay in the country for more than three months, you must obtain a European Union Citizen’s Register Certificate – Certificado de Registo de Cidadão da União Europeia – from the Town Hall of your municipality of residence in Portugal.
Then you have to go to a counter of the tax authority – Autoridade Tributária – or to a Loja do Cidadão to deposit the certificate. From that moment on, you will receive tax notifications from the local tax authority in your area of residence.
How to obtain the European Union Citizen Registration Certificate?
For those in employment:
- Valid identity document;
- Declaration on honour of salaried employment or self-employment in Portugal;
or
Declaration on your honour that you have sufficient financial resources for yourself and the members of your household, as well as a document proving your health insurance. This health insurance will be necessary, if this is reciprocally required of Portuguese citizens in your country of origin.
For retirees :
- Valid identity document;

After five consecutive years of residence in Portugal, you can obtain a Certificate of Permanent Residence from the Immigration Service – Serviço de Estrangeiros e Fronteiras. This document certifies your right to live in the country permanently, without any restrictions.
